Change CadenceCspResetSystemLib to implement ResetSystemLib, consumed by
MdeModulePkg/Universal/ResetSystemRuntimeDxe.
Wire all reset variants to ResetCold, except for ResetShutdown and
EnterS3WithImmediateWake, which return immediately.
