[edk2] [PATCH v2 8/8] OvmfPkg: mention the extended TSEG near the PcdQ35TsegMbytes declaration

PlatformPei can now overwrite PcdQ35TsegMbytes; document this in
"OvmfPkg/OvmfPkg.dec".
