At the moment we only move the declaration in OvmfPkg.dec from [PcdsFixedAtBuild] to [PcdsDynamic, PcdsDynamicEx], and provide the dynamic defaults (with the same value, 8) in the DSC files if SMM_REQUIRE is TRUE.
